OS X :: System Preference Just Blink And Not Opening

I am using an imac OS 10.5.8 When I click on system preferences it just gives a little blink but wont open, doesn't load from the icon in applications either. All I can think is that one of my kids may have trashed it but it's doubtful. What could have happened? Do I need to re-install OS?
I've lost all my panes after clicking on System Preferences under the apple menu (and also 'open date & Time'). It flashes as though wanting to do something but no pane.
I have been using a Mac for a good 8 years now and I'm a happy user. I recently found out about Automator ('hey what is this little robot for?') and what it can do, yet I lack the knowledge of finding out what I must do to make a script to perform the following thing:  When I launch an app (FL Studio), I want the box checked next to 'Use F1 and F2 as standard function keys' in the Keyboard preferences pane in the System Preferences app. When I close the same app (FL Studio), I want the box unchecked next to 'Use F1 and F2 as standard function keys' in the Keyboard preference pane in the System Preferences app. Â
I have found several other topics about this subject, however, those were about scripts when logging in to your computer, and not upon opening/closing an app. Please note that I am seeking for the setting to be changed when the app is opened and closed.
Is there a preference to set how long Safari tries to contact a website?It seems to be set at maybe 60 seconds now.I would like to set it at 5+ minutes for a single website that down't seem to want to let me on, but on for which multiple other users have ready access (probably all windows users).I use the most recent Safari version for 10.4.11.

My preferences panes on my osx lion 10.7.4 macbook pro won't open directly. I can still go to spotlight and type "system preferences" and open them from there, but the following don't work:
* clicking the apple and click "system preference"
* clicking the network icon and clicking open network preferences
* goign to spotlight and typing anything but system preferences: (network preferences, displays, Keyboard, etc) They all have a blank page icon instead of a preferences icon When I do click them, an icon briefly shows up in the dock then disappears. It looks like an application that has been downloaded but not authorized. With the pencil and protractor
When I try to click System Preference on the dock and this thing comes up "You can't open the application System Preferences because it may be damaged or incomplete." is there anyway I can fix it?
I was going through my files and accidently clicked on ink because I was curious. Now I have an ink pane on my system preference. Can you please tell me how to remove it. Please also check out my video to see what I am talking about
I have a Macbook, Mac OS X 10.5.8.I got it for long time, and I never use Expose because I dont really need to, but I was bored and I used it only for trying, so there was6 squares, 2 columns and 3 rows, I marked one for photoshop another for lightroom and another for system pref etc.but then I erased on column and a window pop up and said something and I did not read it, click ok and I closed (stupid) system preference window and so now gone, I can't make it appear for canceling Exposè¬ I tried what I looked up in internet using:Fn+f9 or fn+f10, the window is marked as if its open, If I minimze it, it appears in the dock, I tried moving down into the squares of expose and does not appear, I tried leaving the click button on the dock of system pref and wont appear and I tried to hide everything except system preference but still i can't see the window, i can not even change the time of any other thing from there.
In System Preferences | Security | General, I have un-ticked the box for 'Require password to unlock each System Preference pane'.The lock still appears on the bottom left and it still prompts me for a password when I try to unlock it in any pref pane.In the pic you can see the box is un-ticked.I'm running 10.5.5
this is how it looks like I can only see the System Preference window when i hit the Spaces icon in the DockI basically had 6 spaces & had System Preference window stetted to open in the 6th Space, but after installing a programcalled 'DockSpaces' i was down to 4 spaces i uninstalled it but still...so now i cannot access System Preference in anyway, it's just stuck in Spaces
When I go to system prefs. and go into any submenu, the max/min/close buttons, as well as the search box, heck that entire bar just disappear. Its only when I hover over them do the individual items pop back into display, but the whole bar just doesn't restore itself. Like imagine the top bar on firefox, except its a white strip and the 3 buttons are rectangular blobs sticking out against the white. If that makes sense.
Ive read tons of threads about system prefs not remembering things and i am still yet to find something that fixes this problem. When i restart, or shut down and reboot, once i enter my password system prefs wont remember a single thing. not my default browser, not the size of my dock or my background. it takes all the songs out of my itunes and forgets all the passwords to my accounts online. it removes icons from my dock for example i added firefox to the computer and when i restart firefox is in the app folder but the icon wont stay on the dock. this is driving me insane. ive repaired permissions countless times.
I moved from MobileMe to iCloud on 2/27/12. My MobileMe preferences displayed a message reading: "Finishing move to iCloud ..." Seven hours later it was still there and I was unable to quit system preferences. I force quit System Preferences and am not sure whether there is going to be a problem. Has anyone who experienced this hanging of MobileMe preferences when moving to iCloud found there to be a problem using iCloud after force quitting?

Ok I want to lock certain system preference panes for my brother like, I dont want him to be able to use my computer on his account and change the wallpaper...I just want that one preference pane disabled. and I want to make it so when he opens a dis-abled application it doesnt have the option to always open or open once.

Since installing Lion, the icons on my system preferences pane have all changed to the same icon as the system preferences app. i.e just the cogs.how this may have happened and how I can revert back to the standard images please? The selections are all there, but all showing the same cog image.i have seen some previous discussions about removing apple.com/preference panes cache but I dont have it in my Library.
Something has happened in my Network preferences and I believe it happened while doing a Spotlight search. When I open the Network preference window, I get an almost instant error dialogue stating "Your Network settings have been changed by another application". As soon as I hit "OK" to dismiss the dialogue box, it comes right back. If I'm really quick, I can get back to the main preferences screen before the warning reappears. I've tried logging out, rebooting, trashing the Library --> Preferences --> apple.networkConfig.plist file (followed by a log-out) and nothing has made a difference.
I'm trying to network a XP Pc to my iMac running Tiger. When I try to open network in system preference, it just opens an empty window. It's like I'm missing an app. I have tried to install it using my OSX install disk several times. This is what I get. my Apple Care expired 6 months ago. My OD plays CDs and DVDs.
So I installed Adium and as part of the package it installed Growl. I've decided that I prefer not to use Adium so I dragged the application from my Applications folder to the Trash. My question is how do I remove Growl from my system? The icon is still showing up in System Preferences. This is one caveat I have over Windows. Apple should make an uninstaller to completely remove all necessary components.
I'm using a MacBook Pro (Penryn) running Leopard. Every time I try and change my wallpaper in system preferences, it crashes and asks me if I'd like to report it to Apple. It eventually gave me the "would you like to reset settings and relaunch" dialogue. Still continuously crashes. I just want to change my damn wallpaper and this is annoying me to no end.
When i try to select an standard Apple screen saver in my preference panel it crashes. I can select screen savers that i imported myself.Anyone got some ideas what might causing this?i got this crash report.
I have a Toshiba 160 GB USB external HDD (no power supply required) that I use simply as a backup for some Windows programs when I am using my virtual machine. It required a double USB cable and its icon showed on both the Windows and iMAC screen until a day or so ago. It is a functioning unit when I put it on a separate PC. I have not been able to correct the problem and in viewing some of the forum items I keep seeing suggestions to view the 'System Preferences --> general' - I do not see a 'general' nor any reference in the 'apple' that refers to hard drives (external or internal).
